The Osawatomie City Council met Dec. 12 to approve financial policies for the upcoming fiscal year, approve a bid on certifying Osawatomie’s levee and approved officers for various city committees. City manager Bret Glendening said the city has approved a $47,000 bid from Wilson and Co. Engineering to certify the levee. While he acknowledged approving the levee certification was a departure from the city’s usual financial policies, Glendening also said Wilson and Co. was the only company interested in doing the work. “They’re the only company anyone’s been able to find that is even remotely interested in doing the certification work FEMA requires,” Glendening said. The city council also approved the creation of a storm water management system, using provisions that will allow Osawatomie to bypass provisions in state law that do not apply to it. “This is one of the blessings of the home rule provision,” council member Ted Hunter said. Glendening said he would submit a request for banking services to city banks on Friday. The city voted to place its operating account up for bid. Once approved at the March 13 meeting, the winning bank will receive a five-year contract that will expire April 1, 2014, Glendening said. “We want to make sure that once we identify that bank, that we make the transition process as smooth and painless as possible,” Glendening told the council. The council voted to cancel its Dec. 18 meeting and work session.
