Parker rejects kennel CUP PDF Print E-mail

The Parker City Council turned down a request for a conditional-use permit regarding kennel permits within the city limits after recent complaints regarding pets.

In November, Jason and Michelle Minden spoke about obtaining a kennel permit for dogs. The Mindens have lived in Parker for seven years and always kept five to 10 dogs at one time.

Jason Minden built a kennel and received a letter saying he had to get rid of his dogs. He said the dogs are used for professional use. The ordinance allows only three dogs. The couple said if they can’t have more than three dogs, they will not live in the city. Jason Minden said other animals, such as cats, coming near the kennel are causing the dogs to bark and make noise.

On Thursday, Jason Minden presented information from other counties and cities that allowed kennel permits.
“All I’m asking for is you guys to adopt a ordinance like one of these other cities have,” Jason said. “I’m not looking to start a business; I don’t want to file a business tax deal. All I want to have is my hunting dogs.”
Jason said he can control the noise by having the dogs in one area.

“It’s kind of funny that this is the only city around the area that don’t have a kennel permit,” Jason Minden said.

The issue was originally scheduled to be tabled, but Jason Minden said he wanted action taking immediately because his dogs are located 15 miles away from Parker, and he has to travel to feed them. Council member Brad Kerr made a motion to allow an ordinance for a kennel. The motion was tied 2-2 and failed after Mayor Steve Snow did not vote for it.

“I’m not in favor of it, because if we redo something for you, that opens the door for 15,000 other things,” said council president Bob Orth.

After Orth said the reasons he voted against it, Minden said he was asking the council to do something that other cities in the county do.

“Every other city in this county is not the size of Parker,” Orth said. 

After Orth made a comment about the size of Parker, Minden asked why should people in small cities suffer.
