Linn County commissioners met June 22 to discuss the Prescott Fire Station grant and to open bids for construction of the new facility. Commission Chairman Herb Pemberton opened the Community Development Block Grant hearing for the Prescott station funding. County resident Tommy Tuggle said the grant money can be used for essential purposes, but he didn’t think that is necessary. Steve Johnson said he thinks the station should be east of the train tracks to protect the bank, nursing home and businesses. Sealed bids were received from five companies: Strickland ($363,900 for a four-bay station and $334,056 for a three-bay station), SBA ($400,000 and $380,000), Wes Ogle ($301,381 and $280,588), Once Construction ($353,392 and $329,635) and 4-Star Electric ($371,800 and $339,934). The architect will review the bids and make a recommendation. Meanwhile, County Sheriff Barry Walker, who recently returned from training, said the new bunks in the jail have saved approximately $40,000 so far this year in out-of-county prisoner housing. Commissioners received a price for a new compactor for the landfill but did not reveal the price and said they want to take bids. Joe Maloney, solid waste coordinator, also mentioned a proposal from Taylor Design Group for the landfill. A TDG engineer was to discuss the proposal this week. County Clerk David Lamb informed the commission that county valuation is down about $3.7 million this year. In other business, the commissioners also: Received a 2010 mental health budget request of $90,600, a $2,610 increase from 2009. Commissioner Vicki Leonard moved to tentatively approve a 2010 budget of $87,990, and the motion passed. Was presented with a budget request of $81,321 from Register of Deeds Kristy Schmitz; that’s a $5,410 decrease from 2009. It was approved. Heard from Karl Karrow, manager of the Kansas Department of Wildlife and Parks area at Trading Post, who addressed commission about an agreement for using the county’s boom mower on about 2 miles of public roads, including management trails and other trails up to 6 to 10 miles. The commission will have a road foreman meet with Karrow to review the proposal. Was presented with quotes for renewal of the county health insurance plan from Lamb, who also discussed fixed costs, maximum claims and discount percentages. He also mentioned that open enrollment was to start. Commissioners chose to review the figures and gather for a special meeting at 2:30 p.m. June 24. Approved a railroad crossing agreement for areas north of Parker on 2400 Road. Larry Robinson presented the plan and discussed an e-mail from the Kansas Department of Transportation concerning the width of roadways and asphalt thickness on dead-end roads. Planned to meet with John Byington, assistant asphalt foreman, at the Linn County Fairgrounds to look at roads and to discuss paving part of the pathways this year for about $12,000. This phase of the project would include the parking area for the 4-H Building and the road through the center of the fairgrounds. The county has a purchase order for $3,041 to help with the cost of the parking-area paving. Byington was to check on available funds in the road and bridge budget. He and commissioners also discussed costs associated with the proposed airstrip.
