Linn County commissioners learned last week that the corrected increase in the county mill levy now stands at 3.230 after County Clerk David Lamb adjusted an amount for work on the County Courthouse Annex and corrected a typographical error in another budget. The commission approved a motion to send a memo to each county department directing officials to begin reducing 2010 budgets to help decrease next year’s levy. Due to grant requirements for Linn County Courthouse repairs, the county will have to publish a request for bids in three newspapers and send the request to three contractors, commissioners learned. Economic Development Director Dennis Arnold discussed an energy-efficiency audit on the courthouse that could add additional reimbursement for repairs. He suggested having Peter Armesto, facility conservation and improvements program manager from the Kansas Energy Office, come to a commission meeting to explain the program. Arnold also discussed federal stimulus money that has been allocated through bonds to Linn County. He said he thinks the money could be used for industrial park improvements and purchases and for other businesses. Arnold is planning to check with the state on more information. Lamb and the commission also discussed grant income in the Health Department fund. The only grant affected by reducing the mill levy is the $5,436 aid to local health departments grant, so the commission agreed to forego the grant money by reducing the amount of transfer to the health capital outlay fund to $20,000 and therefore reducing the health fund levy. In other business, the commissioners at their July 20 meeting: Approved replacing a motor in a broken-down paver after Road Foreman John Byington told them it will cost $11,696 in labor and parts to have Van Keppel Co. in Kansas City do the work. Was provided with bids for a landfill compactor by Solid Waste Coordinator Joe Maloney, who reported that proposals for a compactor with a power unit were $9,570 from Nedland Industries Inc., $11,450 from Midwest Management and Leasing and $14,386 from Downing Sales and Service Inc. Installation charges of more than $2,000 also would be expected. Commissioner Mike Page planned to meet with Maloney to discuss installation issues and report back to the commission. Was told by Fire Chief Doug Barlet that the Fire Board approved purchasing four thermal cameras from Weis Fire Equipment for $37,727.36 and seven Draeger gas monitors from Jerry Ingrahm Fire/Rescue for $5,600 to be purchased with a 95 percent grant. Commissioners approved the proposed purchase, totaling $43,327.36, with the county’s portion being $2,166.37 after grant reimbursement. Commissioners approved the purchase of 16 portable radios at a cost of $5,100.48 with $2,500 to be reimbursed by a grant. Barlet also gave commissioners information of costs for the Prescott Fire Station. The Fire Board has not made a recommendation yet. Authorized Commission Chairman Herb Pemberton to sign a contract with the Southeast Kansas Regional Planning Committee for administering community development block grants for the Prescott station. The contract was presented by County Counselor Gary Thompson. Approved the hiring of new firefighters Justin Hiser and Mark Hochhalter. Appointed Harriet Bogan and reappointed Dave Berglund as members of the Linn County Planning Commission. Discussed issues associated with charging for acceptance of construction debris at the landfill. Counselor Thompson will work on possible resolutions for charges at the landfill. Discussed complaints reported by Commissioner Vicki Leonard about truck traffic going to the quarry on Read Road. Traffic Control Coordinator Larry Robinson told the commission the quarry has permits until May 2010. Approved the Sheriff’s Monthly Fee Report for June 2009. Rejected, after discussion, a $20,000 proposed increase in the Mapping/GIS budget.
