MOUND CITY — Federal economic stimulus funding designed to create or to retain jobs is available now for 12 counties in southeastern Kansas, including Linn County.

Travis Allen, a representative of Southeast Kansas Community Action Program, told the Linn County Commission on Monday that SEK-CAP had received $500,000 through the American Recovery and Investment Act. SEK-CAP is encouraging communities to submit ideas for projects that will create or retain jobs focused on youths or the elderly, Allen said.

Linn County Economic Development Director Dennis Arnold and commissioners discussed possible projects with Allen. He said some communities are looking at starting libraries, developing after-school or reading programs and planning to rehabilitate homes.

Allen said he hopes several communities or agencies in the county will submit ideas.

Commissioner Vicki Leonard asked if tourism would fall under this category. Arnold said he thought the money can be used for economic development marketing since that could help develop jobs.
County officials questioned whether the funding could be used for improvements to sidewalks or buildings to comply with Americans with Disability Act requirements.

Allen said there are some stipulations. The money cannot be used for swimming pools, casinos or golf courses, nor for buying land and buildings or for paying for labor on construction sites.

The money would be available for some salaries, such as those of a person providing reading instruction to children after school, he said.

SEK-CAP is putting together a list of programs that would qualify. Allen said he is willing work with any ideas Linn County communities come up with and will write proposals for them.

He said he expects projects receiving funding will be those that meet the guideline of creating or retaining jobs, have good supporting statistics and letters of support, and will be able to show how to sustain an effort after the federal funding is gone.

Funding will be awarded on a first-come, first-served basis to qualified projects that best meet the purpose of the program. A decision-making committee will approve, deny or modify proposals, Allen said.
