MOUND CITY — Linn County’s Health Department administrator told the Linn County Commission on Monday that the H1N1 flu vaccine would not be available locally for probably three weeks. Kansas is receiving the vaccine this week, Donna Thomas said, and the state will be allocating it by percentage to each county. Counties with smaller populations will receive smaller numbers of doses. The percentages are determined by the number of people who are age 24 and under. In Linn County, the number of doses allocated per week will be 47.53, Thomas said. Since the pharmaceutical company that is supplying the vaccine will only ship a minimum of 100 doses at a time, Linn County will not be eligible for the vaccine for two to three more weeks. According to Thomas, this is the problem all counties in Kansas are facing. She said the Kansas Department of Health and Environment is working to find a supplier that ships in smaller amounts. Thomas asked commissioners to sign a contract between KDHE and the Linn County Health Department for part of the funding for distribution of the H1N1 vaccine. Commissioners voted to allow Commission Chairman Herb Pemberton to sign the agreement. In a separate matter, Pam Cannon, county GIS administrator, talked with commissioners about county maps that include flood-plain designations and about a project she is working on with Dennis Arnold, county economic development director. Cannon showed commissioners a map with pictures of significant locations in the county. Discussion included putting the map on the county’s Web site and at the visitors center on U.S. Highway 69. In other business, commissioners on Monday: Approved the burial of a water line by Rural Water District No. 3 at 9132 W. 1800 Road on a 2-0 vote. Commissioner Mike Page abstained from voting. Discussed with county counselor Gary Thompson the county’s rights in cases where water drainage from private property is detrimental to roads. Thompson said he will research cases pertaining to the issue. Approved the purchase of 12- and 15-inch culverts. Learned that Cannon had been given the Prestigious Cartographer Award for 2009 by the Kansas Association of Mappers at its convention in late September. Examined a report presented by Sheriff Barry Walker projecting the costs of replacing sheriff’s vehicles by leasing three new cars per year until all cars are replaced on a regular rotation. The lease fee for the first year would be $25,500, for the second year $51,000 and for the third year $76,500. Walker and commissioners will continue to study the idea. Approved, 2-0, the low bid of $5,950.00 from Page Electric for transfer switches at senior citizen buildings. Other bids were from L&E (about $17,200) and Woellhof Electric ($9,600). Page abstained from voting. Approved the low bid by Dan Purinton for $3,984 for pest control for county buildings. Other bidders were Tri-County Termite and Pest Control ($11,850) and Coryell Termite and Pest Control ($7,290). Approved to accept the low bid of $8,269 from Boone Brothers of Olathe for roof repairs at the Blue Mound and Centerville fire stations. The other bidder was Midwest Diversified ($15,098). Approved to accept the low bid of $79,013 from Mid-State Restoration for courthouse repairs. Other bidders were Dan Purinton, $79,500; L&E, $92,337; Double K Construction, $97,164, and Midwest Diversified, $126,778. Voted to allow Pemberton to sign the document that is a partial payment estimate for bonding and insurance for $11,700. Approved the request for payment of Community Development Block Grant funding in the amount of $7,020. Discussed possible sites for the relocation of top-floor courthouse employees while repairs were being done. Approved moving next Monday’s meeting to Tuesday because of the Columbus Day holiday. Appointed Pemberton as the voting delegate at the Kansas Association of Counties meeting Nov. 16. They also appointed Commissioner Vicki Leonard as the alternate voting delegate.
