LA CYGNE — A Belton, Mo., company has been selected to build the new La Cygne swimming pool, the City Council learned last Wednesday.

Jodi Wade, chairwoman of the city’s Park Board, said the winning bid of $611,800 from KC Gunite Inc. came in under the architects’ estimates.

Mayor Keith Smith asked when ground was going to be broken on the project. Wade said the plumber was starting to cap utility lines, and demolition could begin after that.

Wade, who also told the council that the general contractor was to be chosen by the Public Building Commission on Thursday, said she was confident about on-schedule completion, which is expected at the end of May or first week of June. (J&M Contracting of Olathe was selected as general contractor with a base bid of about $1.1 million.)

According to Wade, the commission is waiting to hear from G.K. Baum, the consulting company processing the sale of the bonds, about bond ratings. After that is done, the committee will sit down and get everything started with the demolition, pool and general contractors.
In other business, the council last week:

Heard from Fire Chief Dan Nasalroad about firefighters helping out with Night Out Against Crime, at the 2009 La Cygne Festival and at a Fire Prevention Week presentation for La Cygne Elementary School. Nasalroad also reported that two new firefighters had been hired: James Weeks and Brent Jenkins.

Heard from Police Chief James Dean, who said the Kansas Highway Patrol will be conducting training sessions Nov. 21 in La Cygne to fill local law-enforcement officers in on new accident report forms and alcohol and beverage control.

Heard a report from Council Member Jerry Boone, who said considerable work had been done on the cemetery. Grass has been graded off in preparation of a road in the new section, weeds and brush have been cleared, and areas have been reseeded, he said.

Heard from Wade that City Park has been winterized; the building has been closed, and portable toilets were put in place.

Heard from Chris Self about the ditch that parallels Industrial Boulevard south from Market Street. Self would like to take out existing tubes, regrade the ditch for better drainage, reinstall tubes and install a concrete box for a clean-out. Self, an owner of the Simple Living retail store that will be built there, said he is willing to do the work at his own expense so the ditch can be mowed. He said he had talked with neighbor Carol Stainbrook about a section that has standing-water issues. Self said he is willing to regrade that portion and install tubing if Stainbrook will pay for tubing. Jerome Moore, Public Works, said his department will extend the line for a gas valve that is in the ditch. City Clerk Gary Mahon will check with the county on the proposed changes, because county crews maintain Industrial Boulevard. The issue will be discussed at the next council meeting.

Went into executive session for 50 minutes to discuss legal and personnel issues. No action was taken.

Heard from Mahon that reimbursement for repair of a city backhoe had been received, and it was $1,200 short on the $2,700 expense. Five hundred of that shortage was due to the deductible, he said, and the other $7,000 was a result of Victor L. Phillips Co. freight charges. EMC Insurance will forward $700 to the city after it receives proof from Phillips Co. of actual freight charges. Mahon said that to date, the company has not supplied freight invoices.
