School Sewer Rates Raised PDF Print E-mail

PARKER — The Parker City Council on Thursday voted to raise sewer rates for Parker Elementary School by 2 percent.
City Clerk Cherry Buckley told the council that while rates had been raised for residents, school rates had not increased in some time.

“The school is paying a flat rate of $216 per month. The rest of the town has received a 2.6 percent increase,” she told the council. “I talked with La Cygne and Pleasanton, and they say that the rates they charge the schools are the same as other customers based on water in, water out.”

Buckley said the rates at the school had been based on $1.25 per person in the past. Now there are 175 people in the building.
Councilman Jason Webber asked if the commercial rate had been raised. “What is 1-Stop paying, and what does a regular customer pay?”

Buckley said she would check on that and report back to the council next month.
The council also discussed complaints heard by Webber from school staff members that water in the building is discolored.
Councilman Brad Kerr asked if David Schmidt, city water and sewer operator, could check on the situation. Schmidt said that there had been some breaks in Wholesale Water District No. 13 line and that likely was the cause of the problem.

“How often are we flushing the hydrants?” Webber asked Schmidt.

Schmidt responded that the school’s water meter apparently had no movement for two months during the summer. “That kind of meter will not register on real low flow,” he said. 

In other business, the council last week:

Listened to a report from Mike Page of Diversified Contracting about projects he is working on in town. He reported on the completion of the Main Street sidewalk on the south side. He said several people had told him how great it was and asked when the north side would be done. 

Page asked about a project exemption certificate for the sidewalk project so the city can save sales tax on rebar, rock and concrete. Buckley will check on it.

On other issues, Page reported that the shed at the lift station is done and the burn-site fence is in.

Approved Page contacting the county about moving a trash bin and getting the lot on South Street cleaned up.

Approved hiring another part-time officer at $9 hour for one day a week for the purpose of catching speeders. The officer will work an eight-hour shift and rotate days on a trial basis.

Discussed bills from Hodgson Legal and from Diversified Contracting for $4,000 for demolition of property at 113 Woodward. Buckley will check with attorney Jada Hodgson about whether the Kansas League of Municipalities fee is to be paid to her or the organization. Buckley reminded the board that $2,000 of the money paid to Diversified will be put in the Heritage Park fund by Page.

Heard from Mark Hudson, a former resident,  about property at 330 W. Taft that faces a cleanup deadline. He said he sold the property to Bob Bower on a contract for deed, but is now unable to reach Bower. “I want the city to know I want it to be taken care of one way or another,” Hudson said. “I would like the city to keep me apprised of what is going on.” Buckley said the deadline for cleaning up the property is Dec. 10. Kerr told Hudson, “It’s on you, because you are the deed holder.”

Listened to a report from Ernie Simmons, public health officer about code problems. Simmons asked if something could be done about the old school building, because bricks are falling from it. Buckley said pictures have been taken to send to the owner, but they have not been printed yet. Webber also asked about the old bar and cafe building next to the library; Buckley said the owner has until Dec. 10 to clean up.

Heard the city clerk’s report. Buckley said the city issued a building permit for Jerry Summers to move a trailer from one location to another in Parker. She also informed the council about the timeline for finding out if the city will earn a Community Development Block Grant award for the sewer project. Notification of awards will be Jan. 13. If an award is made, bids will be put out May 15, bids will be awarded June 30, and the project will begin Aug. 15. The estimated date of completion would be February 2011.
Approved the hours of 9 a.m. to 4 p.m. on Saturdays for the dump site.

Approved using $350 for the Christmas program Dec. 5.
