Osawatomie Police Lt. DuWayne Tewes attended the eighth-annual Rural Law Enforcement Technology Institute in Coronado, Calif., last month in a bid to help generate fresh ideas for his department.

The institute, which extends invitations to U.S. law-enforcement agencies with less than 50 officers, is designed to revolve around the needs of smaller organizations. While Tewes was there, he spoke about the computer and records management system the Osawatomie Police Department installed in 2005 and how it has benefited the agency.

Other topics discussed at the event included crime mapping, aviation technologies, communications and low-cost firearms simulation technology.

Tewes said the conference helped him discover new and innovative ways other small law-enforcement agencies across the nation are managing or solving issues.
“I found that there were many other people dealing with budget shortfalls, the need to get technology and how they get through it,” Tewes said.

The benefit of the conference is twofold, he added: it informed him of new ways to find resources for technology and supplies, and it allowed him to network with other small agencies.

“That’s one of the great things about this particular conference; nobody with over 50 officers was there,” Tewes said, adding that larger law-enforcement agencies manage issues using methods that often aren’t feasible for a smaller department.
