Deadlines are approaching for Kansas livestock producers to file a notice of loss or application for payment for the Farm Service Agency’s livestock disaster programs. According to an FSA news release, the Livestock Indemnity Program (LIP) provides assistance to producers for livestock deaths that result from disaster. LIP compensates livestock owners and contract growers for livestock death losses in excess of normal mortality due to adverse weather, including losses due to hurricanes, floods, blizzards, disease, wildfires, extreme heat and extreme cold. The deadline for 2008 losses has passed. Livestock deaths occurring Jan 1, 2009, to July 12, 2009, must file an application for payment by Jan. 30, 2010; the final date to file a notice of loss has passed. Deaths occurring July 13, 2009, to Dec. 31, 2009, must file a notice of loss within 30 days after death is apparent, and file an application for payment by Jan. 30, 2010. The Livestock Forage Program (LFP) provides compensation to eligible livestock producers that have suffered grazing losses because of qualified drought or fire. For drought, the losses must have occurred because of a qualifying drought during the normal grazing period for the county on land that is native or improved pasture land, forage sorghum for grazing, or is planted for small grazing. For fire, grazing losses must have occurred on rangeland managed by a Federal Agency and the agency prohibited grazing because of a qualifying fire. For 2008 losses, the application for payment and supporting documentation must be filed by Dec. 10, 2009. Producers must have crop insurance or Non-insured Crop Disaster Assistance Program (NAP) coverage on the grazing land or forage land for it to be eligible. The Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish (ELAP) provides compensation to eligible producers of livestock, honey bees, and farm-raised fish for losses due to disease, adverse weather, or other loss conditions, including losses due to blizzards and wildfires that are not covered by LIP, LFP, or Supplement Revenue Assistance Payments (SURE). Eligible losses include feed losses, physical losses and additional costs incurred in providing feed to eligible livestock. Producers must obtain crop insurance or NAP coverage on all crops planted on the entire farm in all counties to be eligible for ELAP. For losses occurring in calendar year 2008, a notice of loss and application for payment must be filed by Dec. 10, 2009. For losses occurring Jan 1, 2009, to Sept. 12, 2009, a notice of loss must be filed by Dec. 10, 2009, and an application for payment must be filed by Jan. 30, 2010. For losses occurring Sept. 13, 2009, to Dec. 31, 2009, a notice of loss must be filed within 30 days after the loss is apparent, but no later than Jan. 30, 2010, and an application for payment must be filed by Jan. 30, 2010.
