MOUND CITY — The Linn County Commission on Monday reviewed the reasons for not continuing county improvement of 1650 Road after several people in attendance asked what had happened to the project. County Zoning Administrator Larry Robinson answered questions about the designation of the road and explained that, although it is a thoroughfare that could receive federal funding, Linn County usually spends its federal allocations on bridge projects. Resident Herb Brownback said he thought the road was on the improvement list three years ago, slated to be blacktopped. Commission Chairman Herb Pemberton said that was considered, but the project was going to be costly because of regulations requiring the county to straighten out curves and inclines. In order to accomplish that, the county would have to buy property or possibly condemn it in order to meet the regulations. Pemberton said the commission would look into the issue again and see what can be done. Robinson will bring information on some studies of the road done several years ago to the commission’s first January meeting. In other business, commissioners on Monday: Approved the purchase of four road-grader tires and six other tires for a total of about $6,560 for Road District No. 2. Heard a report from Sheriff Barry Walker about prisoner nights this year compared with last year. In 2008, the Sheriff’s Office had 2,516; this year, it saw 4,934. This year, Linn County sent 2,450 prisoners out to other jails; last year, 3,504 were sent elsewhere. The sheriff also told commissioners that burglaries and incidents of criminal damage were down this year, and arrests were up by 147. Heard a report from Emergency Management Coordinator Doug Barlet about the inefficiency of current electric heaters at the La Cygne fire station. The city of La Cygne is willing to spend up to $1,200 to install natural-gas lines to the fire station. Barlet said the Fire Board asked him to bring the information to commissioners. He volunteered to draft a contract for commission review to request bids on gas heaters. Was told by Maintenance Supervisor Jerry Bedgood of a scarcity of bids for replacing insulation above Barlet’s office in Fire Station No. 19. Commissioner Mike Page said he would check with other companies on bids. Voted to approve a request from GIS/Mapping Administrator Pam Cannon to transfer $2,500 from the 2009 GIS budget to the special fund created for technology so the mapping department can start saving money. Gave approval for Barlet to purchase $3,200 in software to assist in emergency management. Approved a credit application for a CD landfill account for Beachner Grain Inc. of Parsons, Kan. Voted for contract attorney fees for the Linn County District Court of $10,500 each for Richard Fisher, Jesse Randall, Gil Gregory and John Domoney. Approved the amended and restated bylaws of KCamp and approved the resolution for the bylaws. KCamp, the Kansas County Association Multiline Pool provides risk-management services. Consented to issuing a purchase order for emergency management to Page Electric for $5,950 for installation of seven transfer switches at county senior centers. Page abstained from the vote. Approved a purchase order for emergency management to KA-Comm Inc. of Olathe for $5,640 for three light bars and slide switches. Voted in favor of a purchase order for two F-350 pickups from Cox Motor Co. for $45,650 for emergency management personnel.
