MOUND CITY — The Linn County Commission last week approved an application for an Enhanced 911 state grant to upgrade the E911 system after hearing a report on the condition of the county’s equipment. Sheriff Barry Walker told commissioners at the Jan. 19 meeting that the equipment that records 911 calls quit working and the system the county has is no longer manufactured. He also said the generator that runs the system has not been keeping a steady voltage and has damaged the copier. According to Walker, the copier company will not guarantee the machine, when repaired, until it has a reliable source of power. Walker presented written information on an E911 grant from the Kansas Wireless Enhanced 911 Advisory Board that would pay 100 percent for 911 system equipment and half the cost of any equipment that connects to or supports the system. The sheriff said that with the grant money, the county’s cost would be $39,788 of total expenses of $146,340. Jack Day, who is in charge of grants for Walker’s office, said the application had to be submitted by Jan. 29. He told commissioners every city or county that put in for an E911 grant last year received funding. Before making their decision, commissioners heard from County Clerk David Lamb that the 911 fund had $106,000 budgeted for equipment this year. In other business, the commissioners last week: Approved annual reports from Stanton Township, Valley Township and Cemetery District No. 3. Granted a road easement requested by Beachner Grain on the southwest edge of Mound City. Approved permits for CenturyLink to bury telephone cable at the intersection of Kansas Highway 7 and Ogden Road. Approved a $6,250 purchase for snow-plow and road-maintenance equipment from Caterpillar. Approved Wyatt Jackson as a probationary firefighter at the Blue Mound Station. Approved seeking bids for heaters at the La Cygne Fire Station with specifications listed in the proposal. Approved sending firefighters Derrick Bowman of Centerville and Josh Riggs of Parker to emergency medical technician training in Garnett at a cost of $1,371 per person. Later in the meeting, James Akes of Parker was added to the training. Commissioner Vicki Leonard commented that people trained in early medical response are needed in the Parker-Centerville area. Discussed snow-removal procedures at fire and ambulance stations. Commissioners will talk with road foremen about the priority of clearing snow at the stations. Thanked Tom Kemper of Parker for his help setting up emergency generators when the power went out in the La Cygne area. Discussed options for emergency shelters the next time electricity is lost. Commissioner Herb Pemberton said Peoples Telecommunications offered its building, and he was going to check to see if Prairie View school buildings also could be used. Listened to Maintenance Supervisor Jerry Bedgood thank road-crew employees who helped move the appraiser’s and mapping offices in the courthouse during the holiday. Commission Chairman Mike Page also thanked John Copple for his assistance with the move. Heard Bruce Holt, Linn County Parks supervisor, thank the commissioners, Tom Kemper and Doug Barlet for their help when the electricity went off at the park. He also thanked Dan Morris for clearing roads on the north end of the park. Heard the 2009 landfill income report, which was presented by Joe Maloney. Construction and demolition material brought in nearly $12,000, tires about $570, and recycling about $6,850. Discussed a variety of possibilities for bringing in more revenue at the landfill — including charging more for out-of-county haulers. Leonard said she would like to see the county offset the cost of the $175,000 to $200,000 that the county spends hauling trash to Arcadia, but she does not want such a move to have a big impact on residents. Discussed placing an advertisement in the newspaper asking for volunteers to be on the Solid Waste Committee. Approved the purchase of an antivirus program for computers for about $2,700.
