MOUND CITY — Solid Waste Coordinator Joe Maloney told the Linn County Commission on Monday it is difficult for his department to set up roll-off containers free for cities’ construction and demolition waste because the county now charges everyone. He said providing such a service at no cost is not fair to residents. Commission Chairman Mike Page told Maloney an opening was left in the resolution governing the policy so that if a city does something that benefits everyone, it will have the opportunity to have the fees waived for project-waste containers. Commissioner Vicki Leonard asked Maloney to look into resolutions pertaining to the issue in other counties. In another matter, Noxious Weed Coordinator John Maloney told commissioners that he was obligated to do 50 to 60 weed inspections this year. The U.S. Department of Agriculture requires that land enrolled in the Conservation Reserve Program be checked before owners can receive payments. Maloney said he was using a truck, but it was too heavy and he would like to purchase a used four-wheel drive vehicle to perform inspections. Page asked that Maloney wait until he can check into why the county must bear the expense of the USDA inspections. Commissioners also discussed a letter from the Kansas Department of Transportation recommending that saplings be cut down and the windsock be replaced at the county’s Gilmore Airport. The letter also brought to commissioners’ attention some cracks in the cement. Page said he would like to contact KDOT to see if the cracks were brought up as a maintenance item or is a liability issue. Economic Development Director Dennis Arnold said KDOT told him the county could ignore the letter about the airport. Meanwhile, County Fire Chief Doug Barlet told commissioners the county had received bids for tanker trucks. None met all the specifications requested, he said. Fire Board President Russell Beth asked County Counselor Gary Thompson if the board could contact the companies and begin negotiating. Thompson told Beth the board put out sealed bids and could reject all of them and now take proposals from suppliers. The commissioners tabled a decision on the bids and approved the board negotiating none of the companies’ plans met specifications. In other business, the commissioners on Monday: Reappointed Randall Dawson as a non-lawyer member to the Sixth Judicial District nominating committee. Authorized Page to sign a client representation letter for the county’s auditing firm Diehl, Banwart, Bolton, CPAs. Approved up to $2,000 for repairs of a Road District No. 3 International dump truck. Allowed County Clerk David Lamb permission, in accordance with county policy, to reinstate Tony Goudie as a volunteer fireman. Commissioner Vicki Leonard voted no. Approved lending up to $5,000 interest-free to Paris Township for roofing on the Linnville schoolhouse after hearing a request from Township Board Member Velma Peterson. The board will agree to make yearly payments for five years. Several years ago, Paris Township borrowed money from the county to pay for metal siding on schoolhouse walls. Accepted a bid for $14,813 from Cox Motor Co. of Pleasanton to purchase a 2011 Ford Fusion. Other bids were from Shawnee Mission Ford ($14,453) and Beckman Ford of Garnett ($15,012). Page said it is worth the $350 difference to keep business in Linn County. Gave Page permission to sign a letter to the Anderson County Commission stating that Linn County is interested in working with officials there to consider sharing an engineer. Commissioners on Monady also tentatively approved the following 2011 budgets: Custodial Department, $67,500; down $1,849 from last year. Ambulance service, $675,000; same as last year. GIS/Mapping, $97,100; same as last year. Historical Society, $24,000; same as last year. Juvenile Intake, $48,500; down $703 from last year. Commissioners’ budget, $68,200; no change from last year. Emergency Medical Services, $12,000; down $3,000 from last year. Fair Building and Premiums, $3,000 and $10,600, respectively; no change from last year. Special Alcohol Fund, $9,000; same as last year. Special Parks and Recreation Fund, $3,900; down from last year. Linn County Sewer District No. 1, Centerville, $19,513. 4-H Building, $17,500; $250 increase.
